U.S. Congressman Riley Moore has applauded the passage of the FY2027 National Security and State Department Appropriations Bill, securing key wins to protect persecuted Christians in Nigeria and advance America First priorities.
“Christians in Nigeria continue to endure horrific violence, murder, and persecution while a majority of the world turns a blind eye to their suffering.
“President Trump has taken bold actions to confront the terrorists in Nigeria, and this bill sends a clear message that the United States will continue to stand with persecuted Christians across the globe, especially in Nigeria,” Congressman Moore stated.
Moore emphasized the significance of the House passage of the Fiscal Year 2027 National Security, Department of State, and Related Programs (NSRP) Appropriations Act, which aligns with President Trump’s America First foreign policy agenda and includes essential provisions to support these goals.
The congressman reiterated his commitment to stop the persecution of Christians in Nigeria while also focusing on strengthening U.S. national security and defending American taxpayers by cutting federal funding for the third consecutive year.
This bill conditions U.S. assistance to Nigeria on tangible progress in protecting Christians, particularly addressing the threats posed by Fulani terrorists and facilitating the return of internally displaced people to their ancestral lands.
It also allocates funds to support training and enhance accountability for police forces in Nigeria, reaffirming Moore’s recommendations made to President Trump.
“This important bill holds foreign governments accountable and ensures American taxpayer dollars advance our national interests. I was proud to secure provisions that enhance accountability, combat human trafficking, protect free speech, push back on mass migration, and advance President Trump’s America First foreign policy,” Moore added.
The bill provides $47.32 billion in discretionary funding, achieving a reduction of $2.69 billion below Fiscal Year 2026 levels. It prioritizes support for allies while countering threats from Communist China, Iran, the Taliban, and transnational criminal organizations.
It equally eliminates funding for several Biden-era programmes centered on climate mandates, DEI initiatives, and radical gender ideology.
Working alongside NSRP Chairman Mario Diaz-Balart, Congressman Moore secured various provisions in both the NSRP appropriations bill and the accompanying committee report aimed at combating religious persecution, especially against Christian communities in Nigeria.
Among Moore’s notable achievements are provisions that condition 50% of U.S. assistance to Nigeria on measurable actions taken to protect Christians from religiously-motivated violence.
He also secured provisions prioritizing law enforcement partnerships with Nigeria, expanding initiatives to prevent atrocities and human trafficking, documenting the impacts of mass migration on host populations, safeguarding natural rights, and maintaining national sovereignty initiatives, along with preserving longstanding pro-life protections.
The legislation includes directives for the State Department to report to Congress and the President on necessary measures to end targeted violence against Christians in Nigeria, dedicates funds to combat ritualised murder and organ trafficking in Africa, strengthens oversight of foreign assistance programs, and restricts federal funds used for censorship aimed at American citizens.
The bill maintains all longstanding pro-life protections, including the Helms, Kemp-Kasten, Siljander, Tiahrt, Hyde-Lantos, and other pro-life amendments.
